จากปัญหาการถูกย้ายถิ่นฐานของชาวปกาเกอะญอ (หมู่บ้านบางกลอย ต.ห้วยแม่เพรียง อ.แก่งกระจาน จ.เพชรบุรี) ให้มาอยู่ในพื้นที่ที่รัฐจัดสรร และรัฐจัดการให้อยู่ในขอบเขตทั้งหมด สิ่งเหล่านี้ให้เกิดการตั้งคำถามว่า แท้จริงแล้วต้นเหตุของปัญหานี้มีที่มาที่ไปอย่างไร
